David L. Richardson was appointed State Treasurer by Governor Glenn Youngkin in May 2022 and reappointed by Governor Abigail Spanberger in January 2026. As Treasurer, he oversees the investment of public funds; management of tax-supported debt; issuance of bonds; provision of banking services; and administration of the state’s insurance and unclaimed property programs. Mr. Richardson also serves as Chair of the Virginia Treasury Board and is a member of nine other boards, including the Virginia Port Authority, Virginia Resources Authority, Virginia Housing, and Commonwealth Savers.
Mr. Richardson has decades of experience in public finance. Prior to his appointment as Treasurer, he had recently retired after over 43 years at the McGuireWoods law firm, where he specialized in tax-exempt bond financings for state and local governments and agencies, public and private colleges and universities, private schools, hospitals, retirement communities and other non-profits. He was the senior member of the firm’s Public Finance Department, recently served on the firm’s Board of Partners and Executive Committee and chaired the firm’s Debt Finance Department.
